North Central Release Destinations

North Central Regional Jail and Correctional Facility, often shortened to NCRJCF, is the principal jail serving Wirt County. WVDCR operates the combined regional jail and correctional facility in Greenwood. A departure ends one segment of custody, but it does not always mean freedom in the community. Bond, recognizance, dismissal, time served, sentence completion, parole, and another court order can authorize community release. A prison commitment, another county matter, a federal writ, or an immigration hold can instead lead to transfer.

The best record names the departure date and time, the method of discharge, and the destination or receiving institution. Those facts should be compared with the Wirt court docket. A court order explains the legal reason, while the facility record shows the physical custody transaction. If the order says bond or time served, a second hold may still delay or redirect the departure. If WVDCR records a transfer, describe it as release from the North Central booking to the next custodian, not as release to the community.

Note: A WVDCR jail-search disappearance is a clue, not proof that the person left North Central for the community.

Confirm a North Central Release

The WVDCR Offender Search landing page separates regional-jail search, prison search, Daily Incarcerations, and absconder information. For a Wirt arrest, begin with jail OIS and Daily Incarcerations. Daily Incarcerations is admissions oriented, not a released-in-the-last-day archive. A current match supports custody at the time of access, subject to WVDCR's warning that location, date, and status can change quickly. A no-result requires more work.

Follow the custody trail in this order. Keep the name spelling, identifiers, system, and access date used at each step.

1. Search the regional-jail side with the person's exact name and match DOB, OID, committing county, and case details where shown.
2. Call North Central at 304-873-1384 and ask whether staff can confirm departure or identify the record custodian.
3. Check West Virginia VINELink for the named person and reporting facility, then preserve any custody-change event.
4. Search the Wirt Magistrate and Circuit Court trails for bond, dismissal, sentence, transfer, or release authority.
5. Check prison OIS promptly when a state-prison transfer is possible, then request the formal departure record if the sources conflict.

Do not wait to check prison OIS until every jail step fails. A prompt prison match can turn an apparent release into a confirmed transfer.

North Central Release Records

For durable proof, ask WVDCR for the existing offender record rather than a newly made list. Identify the person by full name, aliases, DOB or OID, Wirt as the committing or sentencing county, the approximate booking range, North Central, and the case number if known. Request the booking or commitment date and time, release or departure date and time, method of discharge, destination or receiving institution, authority or order number, time served, jail credit, and file photograph. If the record concerns a sentence calculation, add projected minimum, mandatory, and full-term dates.

WVDCR Policy Directive 142.00 calls for a written and reasonably specific request. It lists many release fields as public and provides a request form, but the research does not establish that the form is mandatory. Paper copies cost $0.15 per one-sided page plus prepaid postage. West Virginia FOIA permits electronic production when electronic records are requested and requires agency action within five days, excluding Saturdays, Sundays, and legal holidays. That is an action deadline, not a promise of final delivery.

Note: No verified retention term states how long a North Central release remains online or in an archived offender file.

North Central and Wirt County

The official North Central facility page says the facility opened in August 2001 and serves Doddridge, Harrison, Marion, Monongalia, Pleasants, Ritchie, Wirt, and Wood counties. Wirt has no documented county-operated jail. The Wirt sheriff makes arrests and transports prisoners, but WVDCR controls North Central and its custody-information system. That division of work explains why a search of the sheriff's website does not yield a Wirt jail roster archive.

The combined name matters. North Central can hold county detainees, sentenced people, and federal contract detainees. The FY2024 WVDCR report listed a facility-wide population of 764. That number is neither a Wirt count nor a release count. Older FY2018 figures reported 7,134 admissions and 6,311 releases for North Central as a whole, but they should not be treated as current volume. Match a person with the booking county, arresting agency, OID, and case number rather than assuming every North Central record belongs to Wirt.

Planning a North Central Pickup

North Central's official visitation rules state that no local transportation or bus service is available and that the nearest taxis are in Clarksburg and Parkersburg. That rural setting makes a confirmed exit time useful for safe pickup planning. It also makes assumptions risky. No official release door, family waiting area, property-return procedure, set daily release time, weekend schedule, gate-money amount, or government ride was found.

Call the facility for current pickup instructions before travel. Ask what staff may confirm, where an authorized pickup should wait, and whether processing is complete. A court order or expected date is not the same as the actual exit. Transportation should not be sent based only on a roster disappearance or an estimated court time. North Central may still be processing paperwork, checking holds, or arranging a transfer to another authority.

North Central Federal Release Transfers

Federal and immigration custody are real layers at North Central. The WVDCR FY2024 report documents USMS contract detention, and an official ICE agreement names North Central as an authorized detention location. Those agreements do not prove that any named person was held for either agency. They do show why the receiving system must be checked when WVDCR custody ends.

For a sentenced federal person, use the BOP Inmate Locator. A BOP result marked RELEASED means the person is no longer in BOP custody; it does not rule out supervision or another custody system. Federal pretrial detention is generally a USMS and federal-court matter, so use PACER and the relevant USMS office. For a documented immigration transfer, search the ICE Online Detainee Locator by A-number and country of birth or exact biographical data.

North Central Release Court Proof

Wirt Magistrate Court handles misdemeanors, bail, and preliminary felony work. A felony can later continue in Circuit Court. Search both levels because one file may show the early bond event while the other holds the final disposition or sentence. The West Virginia court-record access page explains the available portals. Ask the clerk for the identified order when the online summary is unclear.

Reconcile the legal event with North Central's departure record. Bond must be posted and conditions met. Time served explains a sentence result but does not cancel another hold. A signed release order can precede physical processing. If VINE reports a release, preserve the reporting facility, event label, and time, then ask WVDCR what the event meant in its feed. The agency record remains the best source for the method and destination.

The Magistrate Record Search may show parties, a date of birth, filing date, charge, disposition, bond, nonmonetary sentence, events, and docket headings. It does not provide every document. WVPASS provides circuit documents after registration, including records dating to 1999. When either portal gives only a short event label, obtain the identified order from the Wirt clerk. Then compare the name, case number, date, and legal action with the North Central booking. This guards against matching the right person to the wrong case or treating a preliminary event as the final custody result.
