WV VINE Covers Wirt Custody
West Virginia VINE is the state custody-notification service available through VINELink. WVDCR says it covers people in its custody, including state correctional centers and regional jails. That makes it relevant to North Central Regional Jail and Correctional Facility, the regional facility serving Wirt County, as well as a Wirt-sentenced person held in a state prison.
The service has two main roles. It can help locate one current or recently released person, and it can register a user for agency-supplied custody-change alerts. It does not certify a discharge. A VINE event reflects the reporting agency's data, so the facility or formal release record must explain whether the event meant community release, parole, or transfer.
West Virginia also provides the mnemonic 1-866-WV4-VINE, or 1-866-984-8463, for custody status and automatic phone notice. National support is available at 1-866-277-7477. These numbers add a telephone route when the web interface is unavailable or a user needs help with registration. They do not replace the reporting facility's authority to explain a specific event.

Search Wirt Inmates on VINELink
Use VINELink for a specific person, not as a list of all Wirt County releases. Start with the best available identifiers. A name alone can produce several people, and NCRJCF holds detainees for multiple counties. Compare the reporting facility and identity details before opening or registering on a record.
Follow this sequence:
- Open the West Virginia VINELink entry and choose the person-search option.
- Enter the available name or identification fields. Try an exact spelling first, then known aliases or name variants if needed.
- Review possible matches. Compare identity details, reporting agency, and facility rather than selecting by name alone.
- Open the correct record and write down the exact custody-status or event label, timestamp, and reporting facility.
- If the record offers notifications, use Register or Get Notified only after confirming the correct person.
- Call the reporting agency when a release or transfer result needs a precise explanation.

Wirt VINELink Release Fields
The fields offered can vary by agency and record. A recently released result may show the reporting agency's custody status or change and event information. No permanent West Virginia post-release retention window was verified. Record the labels that appear instead of assuming a blank or absent result means release.

A recently released label is strong near-current evidence that the person left the reporting custody. It does not rule out parole, another warrant, a state-prison transfer, USMS custody, ICE custody, or another jail. Ask for the departure method and destination.
If no match appears, repeat the search with verified spelling and identifiers. Then check the WVDCR jail or prison tool that fits the custody type. A Wirt arrest normally points first to NCRJCF and the regional-jail search. A state-prison commitment points to the prison search. Preserve the negative result and time. “No VINELink result” is accurate; “released” is not accurate without an event or agency record.
Register Wirt Release Notifications
Registration begins from the matching person record. The interface may offer phone or TTY, text, email, or an in-app method. Available choices depend on the agency and event. Select only events that fit the custody question, then keep the confirmation so it can be checked later.
- Open the verified match and choose Register or Get Notified.
- Select the offered release, transfer, or custody-change events that matter.
- Choose one or more available delivery methods and enter the destination carefully.
- Confirm the phone number, email address, or app registration as the screen directs.
- Create a memorable four-digit PIN when prompted and complete the final review.
- For an automated phone event call, listen to the message and enter the PIN followed by the pound sign to acknowledge it.
Unacknowledged phone calls may be retried. Text registration may also require a PIN, but email should not be described as using phone-style acknowledgment unless the live screen says so. When more than one method is offered, two methods reduce the chance that a changed number or full inbox hides an alert.

Keep contact details current after registration. A disconnected phone, full mailbox, filtered message, or uninstalled app can prevent delivery even when the agency reports the event. Save the confirmation and note which event types were chosen. If the result changes before an alert arrives, contact VINELink support and the reporting agency rather than assuming the registration covered every possible change.
WV Transfer Alerts Can Wait
West Virginia's local VINE layer includes the mnemonic 1-866-WV4-VINE line and round-the-clock help. That state-specific telephone route can support a Wirt County custody check or notification registration when the web service is unavailable.
West Virginia has a state-specific transfer rule. WVDCR says VINE does not place the notification call while an offender is moving between facilities. Notice occurs after arrival for safety. A quiet period during transport is therefore not proof that the person was released into the community.
This matters in Wirt County because NCRJCF is both a regional jail and correctional facility outside the county. A person can leave its jail listing for a WVDCR prison, another jail, or another authority. Check the prison search promptly after a possible state transfer, and ask NCRJCF for the departure destination.
WVDCR also states that a written notification request to the agency automatically enrolls the requester in VINE. Statutory written notice for releases or parole hearings may require contact with both WVDCR and the West Virginia Parole Board. Keep written-notice duties separate from a standard app or email alert.

VINELink Limits for Wirt Releases
VINELink is not the federal BOP locator, ICE Online Detainee Locator, or USMS custody system. NCRJCF has documented federal and immigration relationships, so this limit is local, not abstract. When facts indicate a federal or immigration transfer, use the receiving system and federal or immigration court record. Do not treat a missing VINE match as evidence that the person reached the community.
Other causes include a spelling mismatch, alias, nonparticipating or temporarily offline source, protected record, or a move to a different custody system. A current jail search is useful for present regional-jail custody, while the WVDCR prison search is for sentenced state prisoners. Daily Incarcerations is an admissions product, not a release list.
VINELink also has no verified permanent archive of West Virginia release events. A recent result can later disappear. For a durable Wirt County record, submit a focused request to WVDCR or NCRJCF for the commitment and departure date and time, method of discharge, destination, OID, and authority. That record can separate a community release from a transfer long after the alert is gone.
A separate West Virginia registry applies only to people with a statutory sex-offender registration duty. It may show registry-specific community or wanted information, but it does not establish the date or type of release. Most released people do not belong in that registry, so absence has little value for a general custody check.

Compare the event with the Wirt court trail. A magistrate or circuit entry can explain bond, dismissal, sentence, revocation, or another legal order. Use a simple proof order when sources disagree. Start with the agency release or discharge record and direct facility confirmation. Next compare the court order and docket. Then use the VINE event as near-current notice. A missing name in a public search comes last because removal may reflect lag, transfer, spelling, or record limits. This order avoids turning an online absence into a false release claim.
For a state-prison case, use the prison offender search and WVDCR record. A projected date is not an actual release. For a federal sentence, use the BOP locator. A BOP result marked RELEASED means the person is no longer in BOP custody, not that no supervision or other custody followed. Each source answers only for its own authority.
