State Prison Release Destinations
A departure from a West Virginia state prison can mean parole, mandatory supervised release, full sentence discharge, transfer, or death. Use the WVDCR prison OIS for a sentenced state prisoner. WVDCR maintains a separate regional-jail search. That distinction is essential after a Wirt defendant moves from North Central to prison. The prison disclaimer warns that information can change quickly and may not reflect the true location, release date, status, or other facts. Search with the most exact name available and corroborate identity with DOB, OID, court case, and sentencing county.

The public search may provide custody and projected-date information. State Prison Discharge Records
WVDCR Policy Directive 142.00 is the most useful public-field inventory. Submit a written, specific request for historical discharge proof.
Identify the person by full name, aliases, DOB or OID, Wirt as the sentencing county, approximate sentence range, known prison, and case number. Request the exact existing fields needed. Ask for electronic delivery, segregation of nonexempt portions, and the legal basis for any withholding. Policy 142.00 provides a Release of Information Request Form but does not establish that a special form is mandatory. Paper copies cost $0.15 per one-sided page plus prepaid postage.
WVDCR policies also identify time sheets, supporting sentence documents, good-time restoration, wanted notices and cancellations, secured Parole Board decision summaries, discharge certificates, and inmate-release procedures. The public web result is only one view. The file and discharge certificate can provide stronger proof when the person no longer appears or a date changed.
State Prison Projected Release Dates
The public phrase “projected release date” is not the same as an actual exit timestamp. WVDCR policy uses related calculation terms such as projected minimum discharge date and Minimum Discharge Date or Final Release Date. The projected value reflects the sentence and credit position recorded at that point. Discipline, lost or restored good time, jail-credit correction, consecutive sentences, a sentence amendment, parole action, detainer, or another authority can change the path.
West Virginia Code §15A-4-17 provides one-for-one good time for eligible physically incarcerated adults, with statutory exclusions and rules on forfeiture and restoration. The research found no valid blanket rule that every West Virginia prisoner serves 85 percent. Certain cases convert one year of accumulated credit into mandatory post-release supervision. Use the version of the law that governs the person's offense and sentence, and rely on the official time sheet instead of a homemade calculation.

State Prison Parole Releases

Register for offered custody events by phone, email, text, or app. VINE provides near-current notice, not a certified discharge record. West Virginia also delays transfer notification until the person reaches the destination for safety. That delay should not be mistaken for community release. A VINE release event means the person left the reporting custody, but parole, another warrant, federal custody, or immigration custody may still follow.
For a Wirt-sentenced state prisoner, use VINE as one layer alongside prison OIS, the WVDCR record, Parole Services, and the sentencing court. Wirt Jail Versus Prison Release
No adult state prison was identified within Wirt County. North Central, in Doddridge County, serves as Wirt's ordinary regional jail. A pretrial detainee there generally has no computed sentence-expiration date because bond and court action control the legal authority. A sentenced state prisoner has a WVDCR prison record with sentence and projected-discharge fields. The correct tool depends on custody type, not on the person's home county.
If a name vanishes from North Central, check prison OIS promptly. A new prison match shows that regional-jail custody ended by transfer, not community release. If no prison match appears, use VINE, the court record, the facility phone, and a written WVDCR request. Federal BOP and ICE searches should be used only when the record supports those systems.
